The Association proudly announces the implementation of the following important exemptions/ concessions/guidelines for the benefits of consultants and consulting firms:

    The Association had received several complaints from the members about late payment of GST by various Project Implementation Units of NHAI. The Association through its Chairman had tried to resolve the matter through talks and discussion with various Regional Officers but most of the Officers had failed to comply the provision of NHAI Policy Circular no. 3.3.18/2017 dated 14-11-2017 and NHAI/F&A/GST/2018-19/SM(Vol.-III), dated 22-09-2022 wherein it is specifically provided to release payment of GST along with payment of Invoices and the proof of deposition of GT may be verified while making payment of next bill. The association under compelling circumstances has requested the Chairman , NHAI vide letter No.1002 dated 15.01.2024 .to kindly instruct the paying authorities to comply the provision of Policy Circulars and save the consultants from incurring losses on account of payment of penalty and interest charges without any defaults on their parts. We are hopeful that the Chairman, NHAI will provide early solution to the consultancy firms from incurring losses on account of delayed release of payment of GST

    On receipt of communication vide Office Memorandum dated 27-10-2023, the office bearers of the Association submitted a letter to the competent authority vide reference no. ICAI /Secretary / MoRTH/2023-24/740, dated 31-10-2023 incorporating all the proposed changes to be included in the RFP. Dr. L. N. Malviya, Chairman, Infrastructure Consultants Association of India had attended the conference held on 01-11-2023 through virtual mode and suggested various important amendments for bringing qualitative improvement in the output of the consultancy works and ease of executing work for consultants. At the end of the deliberation, all the participants were asked by MoRTH Officer in the Chair to submit proposals for overall improvement in preparation of DPRs by Consultants. The Associations after deliberation with members had submitted its proposed amendments vide letter no. ICAI / Secretary / MoRTH / 2023-24/758, dated 06-11-2023. The MoRTH is still working on preparation of revised RFP containing suitable amendments .
